Ok, I got WAYYYYY to many people adding me to MSN just for the same tutorial that is given, so im going to try and break it down for you folks.
STEP 1: OPEN your CSTRIKE FOLDER (located in Steamapps/YourEmail/Counter-Strike/Cstrike). Ok once your in Cstrike look for a document called Config(or Config.cfg), once youve found this(double check and make sure it is in Cstrike) your good to go, now make a new TEXT document called Autoexec.cfg and another TEXT document called Userconfig.cfg and again, make sure they are in the CStrike folder. (for those of you who don't know how to make a text document right click then go to new then to text document....)
STEP 2: alright now you should see 3 different TEXT/.CFG files, Autoexec.cfg/Userconfig.cfg/Config. Now, Open the autoexec.cfg file in notepad and COPY+PASTE this right into it:

Now save and close your autoexec.cfg file.
Open Userconfig.cfg now, and COPY+PASTE this inside:

Save and close userconfig.cfg
STEP 3: alright now you should have 3 TEXT/.CFG files with a bunch of jibberish some of you will not get, (don't worry about config, its just there to help you find Cstrike and so on).
Now what you need to do is open HLSS.
In HLSS click FILE>OPTIONS and find GAME DIRECTORY your directory should be something along the lines of...
C:\Program Files\Steam\SteamApps\YOUREMIAL\counter-strike\cstrike\
Now, double check your buffer size to be about 128KB if its lower bring it up and any higher that 256KB bring it down.
STEP 4: In HLSS click FILE>SCRIPT SETUP and a box should appear with a few games and OTHER. If you click Counter-Strike and it says "The Script has been setup" your OK BUT DONT WORRY IF IT SAYS THAT IT HAS FAILED YOU HAVE DONE NOTHING WRONG. just go to File>SCRIPT SETUP again and pick OTHER instead, now if this doesnt say succesful youve done something wrong.
STEP 5: ADDING MUSIC, this to me is really easy but a few people still dont get it ^_^... anyways, to add music click the GREEN PLUS sign, a small window should pop up asking you the FILENAME and SHORTCUT, for FILENAME click the three dots (...) and find the .wav you want added. HLSS comes with a few little clips so just use those for testing purposes they should be located wherever HLSS is. double click one of those songs, but don't click OK just yet, pick a shortcut now, i find that the easiest ones to use are things like F1, F2, F3, [, ], ;, etc. then just click OK
STEP 6: Ok now your almost done. Now what you need to do is hit the thumb that is sticking up, hit that and HLSS is on, a few options should turn grey, Open up steam and play CS.... once your in a server just test it out, hit your SHORTCUT key and wait 2-4 seconds, then hit DELETE, your song should now be playing and you should also hear it, to stop it hit DELETE...
now alot of people get confused over the use of INSERT, most of the time your song will start playing when the map changes, and you cant turn it off with DELETE thats what it is for, its more of an emergancy turn off button
STEP 7: After your done testing close off CS and go back to HLSS if you want to make a few different lists of sounds I suggest you save your current list of songs. If you only use 1 list you should still save just incase but your songs should stay on the list.
now you are done, ive added a few notes on the bottom that I forgot to mention some are important
1. After you add a .wav file make sure you DO NOT move it or else the song will no longer work and you will have to re-add it.
2. Carefully read the rules of any server you join because it may have a rule against Mic. "spam" as they like to call it.
3. VAC 1 and 2 never ban you for HLSS, dun forget that one ^_^.

It's Vice Versa. Freak stated this is for installing HLSS for 1.6... Keep in mind that the voice input file's saved location was not a problem (back then). It was for source that it was... which is now covered in that new source tutorial.

Isn't the folder u mean: Steamapps/Your Steam Account Name/Counter-Strike/Cstrike

Heh, ok scripting comes in many different languages as you know. I use things like "small C" to make server plugins, "hyper-text markup lanuage" helps for basic web hacking/editing web material, "perl," PHP, you name it.... Sometimes more than one of these lanuages comes in handy so it is good to get a grasp on everything.
Now... to the web scripting http://www.w3schools.com/ you can learn many things from HTML to javascript and even how to make your own pop-up add. DO NOT TRY AT HOME

I finished all of the challanges and used to be ranked in the top 1,000 hackers but the site was down for a while due to money issues i think... either that or it got hacked because it does get hacked a lot. It's a pitty.. some people do damage and then don't fix it which is wrong. Anyways, I'm ranked again on there after attempting the same challanges, however, it got boring.

Ya, this is a load of stuff but these are some of the most helpful tutorials on the web. Alright, I'm getting tired. I'd love to play cs with you one day. I can put up a server with ease if needed. I run the "the boondock saints" and "siege lives." However, I don't have them running 24/7 and I'm going to be busy with university work untill mid december . You'd love to see how I take care of those pesky hackers though.
I'd try typing in this command for source and see if it works. Because I used to use that to find a command if I forgot one in 1.6
Command: "cmdlist"
Description: "server server admin lists all of the console commands - * if you type 'cmdlist a', it will only list those commands that begin with the letter a, and so on - also, 'cmdlist log logfile writes the list to C:\logfile "
It's a way of naming mulitple commands just one... Many cheaters love it because a lot of exploits can be done through them. Such as skin hacking and spaming grenades.
Anyways,

Now if you hit the button Z you will shoot 2 times, your flashlight will turn on, and then you will drop your gun. Get it?
Keep in mind if you put this in your config.cfg it will save it otherwise it will not be saved the next time you go to play cs.
